The National Conference of State Legislatures recently published a short report describing some of the policy options available to states to strengthen wetlands protection.  The paper addresses five important areas of wetland program development: mitigation, water quality standards, Section 401 certification,  state permits, local government planning and management, and financial incentive-based programs.  It can be found on the National Conference of State Legislators website.
