Conservation coalition opposes farm bill extension

A conservation coalition, representing a diverse group of farm and environmental policy organizations, sent a letter to Speaker of the House John Boehner expressing disapproval of the proposed farm bill extension.

The letter—signed by American Farmland Trust, Association of Fish & Wildlife Agencies, Ducks Unlimited, Environmental Defense Fund, Land Trust Alliance, National Association of Conservation Districts, National Sustainable Agriculture Coalition, National Wildlife Federation, Pheasants Forever Quail Forever, The Nature Conservancy, Trout Unlimited, and the Theodore Roosevelt Conservation Partnership—encouraged the Speaker to instead “move forward on a full Farm Bill in the coming months —one that, among other things, does not damage the ability of the Conservation Title of the bill to continue its longstanding and successful partnership with America’s farmers and ranchers to protect our nation’s exceptional soil, water and wildlife resources.” For full story, click here. Drought gives urgency to farm bill

As record drought conditions continue to plague farmers and send corn prices higher, some lawmakers are pressing House leaders to bring the now-stalled farm bill to the floor. The House Agriculture Committee approved the once-every-five-years legislation earlier this month, but there have been indications that House leaders wouldn't bring the legislation to the floor before the election. House Speaker John Boehner, R-Ohio, dislikes key parts of the bill, and many members of his party object to its massive farm subsidies. The bill also cuts $16 billion from food stamp programs, which is sure to spark a bitter battle with Democrats. For full story, click here.

 
What's up with conservation and the farm bill

On Thursday, the House Agriculture Committee released its version of the new farm bill, a ginormous piece of legislation passed every five years or so that doles out money not only to farmers, but to food stamp recipients, school lunch programs, and conservation efforts. The Senate passed its version in May. The House Ag Committee released their discussion draft July 5, and last week the committee hotly debated some of the more controversial items in the bill, making changes to budget cuts, spending programs, and, of course, pulling in some pet peeves and projects. By Thursday all that was over, and now the bill is ready for a full floor debate in the House. (That could happen as early as August, but it could also get pushed back until after the elections. House Speaker Boehner, who controls when bills taken up, dislikes much of the bill and may try to hold it back, although he's facing pushback from Congressmen like Frank Lucas, R-Okla., who wants it to go forward for debate in August.) National Sustainable Agriculture Coalition – July 12, 2012

After a full-day marathon markup that started on Wednesday morning and went into the early hours of Thursday, the House Agriculture Committee passed its version of the 2012 Farm Bill by a vote of 35-11.  Seven Democrats and four Republicans voted against the bill.  The Republicans who voted against the bill did so based on commodity program disagreements and fiscal concerns, while the Democrats in opposition did so because of the deep cuts to the Supplemental Nutrition Assistance Program (SNAP), also known as food stamps.
