1. Consolidating Permitting. In Oregon, we have state statute (the removal/fill law) that is nearly identical to the CWA. So, to impact waterways and wetlands, generally landowners need both a COE and state permit. We use a joint application form, but the permits and process are separate. We have several GP's that are identical to the COE RGPs: Vernal Pool GP that allows for expediting mitigation for vernal pool impacts, USFS and BLM have a GP for a variety of activities and we are currently working on a GP for instream gravel removal for the Chetco River.
