1. Consolidating Permitting. WI DNR has developed State Programmatic General Permits (SPGP's) with the Corps. 2. WI DNR has a Memorandum of Agreement (MOA) or Interagency Coordination Agreement with the Corps St. Paul District - this includes a joint permit application, wetland boundary dispute resolution process and guidelines for mitigation. 3. WI has developed narrative State Wetland Water Quality Standards and outlines sequencing avoid, minimize and mitigate. 4. WI has filled the gap and passed a law to protect "isolated" or "non-federal" wetlands. 5. WI DNR has a general permit for non-federal wetlands that is consistent with the SPGP's. 6. General Permit for permitting of wetland conservation (restoration) projects. A. Under this category, which activities has your state found most useful? 1. State Wetland Water Quality Standards and Sequencing. 2. State Protection of Non-Federal Wetlands. 3. State Programmatic General Permits with the Corps. B. Which activities, if any, have been done in the past? C. What’s underway now, if anything? 1. We are currently working in developing an MOA with the Corps St. Paul District on the minimum education/training/experience state and federal staff need to review wetland delineations. Once this is created the idea is the state and fed's will defer to each other decision on the confirmation or approval of a wetland delineation conducted by a wetland consultant. 2. The U.S. Forest Service is part of the state's Green Tier program and they would like wetland water quality certification included in part of their Green Tier agreement, which requires superior environmental performance. D. What is planned, if anything? 1. MOU with the Corps St. Paul District regarding enforcement. 2. Creation of template alternatives analysis for common wetland fill projects (i.e. driveways, roads, utility crossings, etc.) 3. On-line permit applications. F.
